The Tokyo Tomin Bank wants to "tune in" Tokyo to the financial services needs of smaller Japanese companies. The company is a regional bank created in 1951 with the purpose of assisting small and midsized Japanese companies in procuring funds. It offers traditional banking products through a network of 70 branches. In early 2006, the bank entered an agreement with Rakuten, Inc, Japan's biggest online mall operator, for Tomin to provide online bank accounts and other related services.
